For years, 38th was a street you drove through on the way to somewhere else. This summer it's the destination, and the pivot point is The Green at 38th, the new park at 7101 W. 38th Ave that sits between Upham Street and High Court. The programming calendar around it has become dense enough that residents are starting to plan weeks around it rather than stumbling into events by accident.
